Exemptions

The following are a few things you are allowed to do without being penalised 

You are allowed to stop and let off or pick up a person and also to load or unload any personal luggage which should take no more than a few minutes

If your vehicle is displaying a disabled person's badge

Load or unload providing there is no restrictions or you are not obstructing the flow of traffic

Your vehicle cannot move on its own accord i.e broken down

You are waiting while a gate or barrier is opened/closed to allow access

On the order of a police  you have been requested stop, or you do in order to avoid an accident.

You are selling goods from your vehicle in a restricted street whilst holding a licence from the council to do so.
